Low-DEX Assassin, dexless Bandit, STR daggers and Sindit: what the client allows, what each one really costs, and why lukless is not a build.
Every number and name on this page is read live from the game data.
Short answer: the DEX-saving variants save less than they sound, because thief armor wants DEX too. Sindit is the one real choice, and nobody has proved it pays.

Our read
Low-DEX Assassin
Not a separate build
Nothing
Keep DEX at the claw you own
True dexless Assassin
Claws from 15 up need DEX = weapon level
Claw progress
Does not close
Dexless Bandit
No DEX, from 40
Weak to 40, most armor stops near level 30 and gloves at 15, weak after 50
Playable for fun
STR-dagger Bandit
STR = dagger level minus 5
STR for the blade and DEX for armor
Slightly behind by estimate
Sindit
Lucky Seven and a claw to about 40, then SP reset
A reset, two weapon sets
Real route, unproven
Lukless thief
Not a real build
LUK is your damage stat

The rule that decides most of this
From level 20 every thief-only hat, top, bottom, glove and shoe needs 10 or more DEX, rising to 60 at level 70. The way around it is thin: (which has no known source), the , capes, and all-class hats, pants and shoes such as , and . So skipping DEX costs you armor as well as weapons.
Thief gear also gives little help. DEX scrolls exist only for Earring, Overall and Cape. Whether DEX on gear counts toward requirements at all is not confirmed.
Low-DEX Assassin
Drop the idea of a separate build. "DEX 25 at 25, 50 at 50" is simply the normal claw rule. The honest version of low-DEX is to hold DEX at the claw you own instead of your level. A Meba holder needs 25 DEX whether they are 25 or 34.
True dexless Assassin
The numbers do not close, even in the best case where gear DEX counts. Best unscrolled DEX across hat, top, bottom, gloves, shoes and cape, plus your 5 base:

Those pieces have DEX gates of their own too. Heavy DEX scrolling is the only way to close the gap, and only three slots can take it.
Dexless Bandit
The has no DEX need, only 70 LUK. It is not the only such weapon: , and need no DEX either. But those stop at 28 W.ATK, against at 45 by level 27. So the trouble starts before the fan.
W.ATK alone, the fan's 55 falls behind the best DEX dagger like this:

Two things soften that. The fan is speed 3 against speed 4, and you bank every DEX point as LUK. By our estimate that puts it ahead of Gephart at 40, roughly even at 50, and about a quarter behind at 70. Those figures ignore armor. With no DEX, capes aside, your armor stops near level 30 and your gloves at 15, so the true gap is wider.
As a bridge the fan is fine even for a normal Bandit at 40: 5% behind Gephart on W.ATK, near even once speed counts. Staying on it past 50 is the trap.
STR-dagger Bandit
, , , and need STR at level minus 5 and no DEX. They are speed 3. But your armor still wants DEX, so you pay both, 36 AP at 30 and 116 at 70 against 20 and 60 on the DEX line. By our estimate that is about 4 to 8% behind a DEX dagger after speed. Add that Cass, Bazlud and Serpent's Coil have no known source, and most Bandits should not bother.
Sindit
The trigger is owning the dagger, not a level. Reset the day you can equip or better. Most of the gain comes from the level 40 dagger, and resetting at 30 gets you little. Advice on timing varies from 40 to 46, and that is why.
Your AP already fits. On the claw plan at 40 you hold 40 DEX and 172 LUK. Gephart wants 35 and 80, so you do not need an AP reset.
Between 30 and 39 you are a Bandit throwing Lucky Seven with no claw skills. and Claw Booster are Assassin skills, so you have no star return and no Booster. Your first SP goes to Haste. It gets wiped anyway.
After the reset, the 2nd-job order is the normal one in the Bandit guide: Mastery 20, Booster 1, then Savage Blow. At 40 you can afford rank 9, and rank 21 arrives at 44, the same as a plain Bandit. Use Double Stab until then.
For the 61 1st-job points, the dagger layout from Thief build works: Nimble Body 15, Double Stab 20, Dark Sight 20, Disorder 6. If you want Disorder 20 for a party, cut Dark Sight to 6.
The risk. says it resets all skills except beginner skills, so your 1st-job points go too. Whether they come back as spendable 1st-job SP after you have advanced has not been tested. Have a plan if they do not.
The honest gap. Community math shows a large jump at the switch, in clean launch-version conditions, and most of it is the dagger. Nobody has shown Sindit beats a plain Bandit overall from 30 to 70 once you count a reset, a claw, stars and a dagger. A dagger Bandit from 10 spends none of that. So pick Sindit because you want range to 40, not because it is proven faster.
Resets
Each costs 7,000 NX. resets all stats, including AP in HP and MP. resets all skills except beginner skills.
Single reset scrolls sold for mesos between players in the week to 7 Nov, so you can buy one that way. Store listings show only asking prices, so ask in chat what one recently sold for. The Convenience Pack, 9,900 NX once per account, has one of each, but its contents cannot be traded. See NX and the Cash Shop.
