Citizenship, community boards and housing
Which town to join and why, what the 29 October patch changed, daily and donation rewards, every story arc with its prerequisites, the scroll shops, housing and the Lie Detector.
Every number and name on this page is read live from the game data.
Citizenship is Classic World's town progression. From level 12 you join Henesys or Kerning City, do requests from the Community Board to earn Contribution, and climb ten grades. Nexon lists the perks as the local specialty shop, and discounts on cabs, storage and some general store items. It also opens housing at Visitor grade.
The one decision that matters is which town, and it comes first because changing later may cost you.
Which town
Choose by what the town sells, not by where you train. Nexon lists the local specialty shop as a resident perk, so we assume you cannot use the other town's scroll shop. We have not seen that tested. Nothing on one town's board needs the other town.
| Henesys | Kerning City | |
|---|---|---|
| Overall stat scrolls | STR, DEX | INT, LUK |
| Earring scroll | Crit. Damage | Evasion |
| Buff potions | Accuracy, crit rate | Evasion, crit damage |
| Ammo | Bronze arrows | Wolbi Throwing Stars |
| Default for | Warrior, Bowman | Magician, Thief |
Default rule: join the town that sells your main stat. No class is locked to a town, so it is a default and not a law.
- Magician: Kerning, and this is where the choice matters most. Magicians have job overalls from level 15 to 70, so overall scrolls keep paying.
- Thief: Kerning for . Thief overalls stop at level 35, so stars are the bigger reason.
- Warrior: Henesys, but it matters less. Warrior overalls stop at level 35.
- Bowman: Henesys for arrows and . Job overalls only start at 50, so until then the stat scrolls go on a Sauna Robe.
The arc rewards do not depend on town. Both towns' level 27 and 37 arcs read as a pick of any stat, so a Henesys Magician should still get an INT scroll there.
EXP is no reason to pick either. The five arcs total 187,179 EXP in Henesys and 187,099 in Kerning.
One report so far, from 30 October: a player said citizenship is tied to the account, that changing town cost him 50k, nearly half his savings, and that he made a second character for this. Nexon has not said, and we could not confirm it. Decide before you sign up.
Signing up
Nexon mentions no sign-up fee. At level 12, takes you to in Henesys Town Hall, and then sends you to in the Kerning City Civic Center so you hear both offers. Neither quest signs you up. When you have decided, talk to that town's clerk. Each pays 334 EXP and 409 mesos.
After that the Community Board hands out your work: in Henesys, in Kerning City.
Contribution thresholds
Nexon reduced the Contribution needed for grades 4 to 10 in the 29 October patch (v1.1.0) and published no numbers. Grades 2 and 3 were not in that change. Any threshold table for grades 4 to 10 that you find is older than the patch, so do not plan around it. Your current need shows in the game. We print no thresholds until there is an official or in-game source for them.
The patch also fixed dailies. Until 29 October they could be done twice a day. They now run once, so any pace estimate from before then is doubly out of date.
Contribution per task is not in the client either, and the figures we have seen conflict, so we leave them out.
What each level opens
In the client, housing and arc quests sit at levels 17, 27, 37, 47 and 57, and every board greeting and donation sits at level 12, whatever it pays. The other levels below are reference data, not confirmed in Classic World: each grade has a level floor, and greetings and donations open by grade. Visitor and Citizen of Honor are the two grade names we can confirm. Reference data places them at grades 2 and 10, not confirmed in Classic World.
| Level | Grade | Opens |
|---|---|---|
| 12 | 1 | Board greetings, first donations |
| 17 | 2 | Housing quests, arc 1, next donation |
| 22 | 3 | Next donations |
| 27 | 4 | Arc 2, next donation |
| 32 | 5 | VIP resident greetings, next donations |
| 37 | 6 | Arc 3, next donation |
| 42 | 7 | Next donation |
| 47 | 8 | Arc 4, next donation |
| 52 | 9 | Top donation |
| 57 | 10 | Arc 5 and the earrings |
What it is worth by level
These percentages use our EXP table, which is not confirmed for Classic World, so read them as rough.
- A repeat daily is about 7% of level 12 and 0.2% of level 32. Early dailies are worth it. By the 20s they are a detour unless you pass by.
- From 32 the VIP greetings bring it back: a repeat is about 3.3% of level 32, and the first is 4.8%.
- A donation is about 10% of level 12, 4.8% of level 32 and 1.8% of level 52. So donations are strongest early.
- The two housing quests pay 1,544 EXP at 17, about 14% of the level, plus three furnishings. Do them even if you never buy a house.
- The Blue Potions may matter more than the EXP if you are MP-poor.
The grade 10 arc needs level 57, which is beyond where most players stall. The 57 arcs are large, at 7 to 8% of that level, but do not chase the system for them. It is worth finishing if you get there anyway.
Daily board errands
The board sends you to a resident each day. How it picks is unknown.
| Who | First greeting | Later visits |
|---|---|---|
| Henesys: , , , , , , | 334 EXP, 409 mesos, 8 | 233 EXP, 286 mesos, 8 |
| Kerning: , , , , , , | same | same |
| From 32, Henesys: , | 5,850 EXP, 1,023 mesos, 15 Blue Potions | 4,095 EXP, 716 mesos, 8 Blue Potions |
| From 32, Kerning: , | same | same |
The from-32 rows are reference data, not confirmed in Classic World. The client lists them at level 12, so check your board. First greetings add up to 14,038 EXP per town. They also gate the arcs: arcs 1 to 4 each need one specific first greeting.
Donations
Each donation is 30 of one item for 20 Blue Potions plus the EXP and mesos below. The client lists every donation at level 12, so the Level column is the reference-data floor, not confirmed in Classic World. Reference data says one is offered per week, not confirmed in Classic World. Whether you choose the item or the board does, and whether an item can repeat, are unknown, so treat the table as what the board may offer. Do not stockpile one item on the chance. Keep what you farm anyway.
| Level | Henesys takes | Kerning City takes | EXP | Mesos |
|---|---|---|---|---|
| 12 | , , , , , | , , , , , | 334 | 409 |
| 17 | 982 | 409 Henesys, 555 Kerning | ||
| 22 | , , | , , | 2,140 | 716 |
| 27 | 3,750 | 862 | ||
| 32 | , | , , | 5,850 | 1,023 |
| 37 | 7,310 | 1,170 | ||
| 42 | 9,060 | 1,330 | ||
| 47 | 11,400 | 1,477 | ||
| 52 | 14,200 | 1,638 |
If every donation runs once, the totals are 66,826 EXP, 13,534 mesos and 340 Blue Potions in Henesys, and 72,676 EXP, 14,703 mesos and 360 Blue Potions in Kerning, which has one extra item.
Story arcs
Five quest lines per town, five steps each. The "Needs" column is the part people miss: an arc will not start until you have done an older town quest and greeted one resident on the board, so if an arc is missing, check there first. The scrolls ending arcs 1 and 4 are random. Arcs 2 and 3 are marked differently, which we read as your pick.
Henesys

| 17 | Jake's Trauma, | 4,615, 0 | Greet | 10 , 10 | Random Pet Equip scroll, as above |

Stores list the item, so buy it from a player if Fairies do not drop it | Pick an Intermediate Overall scroll |
| 47 | A Grudge That Won't Rest, | 50,160, 0 | Greet , from level 32 by reference data | 50 , then | Random Gloves Crit. Rate scroll, 50% each |
| 57 | A Task for a Citizen of Honor, | 83,660, 3 | Citizen of Honor | from , from |
Totals: Henesys 187,179 EXP and 7 fame, Kerning 187,099 EXP and 5 fame.
Plan for the boss step. Both level 47 arcs need a boss that has a listed 3,600 second respawn and contested maps, so get a party and use the boss timers.
The earrings. Both towns' earrings are level 57 with 42 M.DEF, +2 avoidability, +7 MP and 5 slots. at level 55 has 41 M.DEF, +4 avoidability and +5 MP. at 60 has 44 M.DEF, so these earrings lead on M.DEF for only a few levels.
The shops
Citizen scrolls are not in the general store. Each town has a separate scroll shop.
| Scroll, all Lesser, 100% success | Price | , Henesys Town Hall | , Civic Center |
|---|---|---|---|
| and , +2 W.DEF | 20,000 | Yes | Yes |

| , , +1 | 40,000 | Yes | |
| , +1 | 40,000 | Yes |
These are the real value of the system. 40,000 mesos for a guaranteed +1 is a clear price to compare with the market. Reference data, not confirmed in Classic World: the items open by grade, with Overall scrolls around grade 7 and Gloves around grade 9. Those gates date from before launch. Neither shop lists Gloves Magic Attack in our data. Overall scrolls need an overall to go on: and , from the Secret Book chain, fit any class from level 30.
General stores sell food in both towns, plus these. is 3,000 mesos in both.

Discounts. Nexon lists cab, storage and "some general store items". It gives no numbers. Test-period figures suggest about 5% at the start rising to about 25% at grade 10 for the store, and 5% to 50% for storage. Treat those as estimates. Whether scroll shops are discounted is unknown.
Skip the chair at first. from and from cost 500,000 mesos for 20 HP and 5 MP every 10 seconds, which is 7,200 HP and 1,800 MP an hour. 500,000 mesos buys 10,000 at list price, a million HP, or about 139 hours of sitting. restores more HP for 1,000 mesos, and only lacks the MP. Buy scrolls first.
Housing
Once you are Visitor grade, you can buy a home with mesos. You own one at a time, and it is shared by every character on the account.
| Town | Quests, 772 EXP and 388 mesos each | Registrar | Home | Starter furniture |
|---|---|---|---|---|
| Henesys | , | , , | ||
| Kerning City | , | , , |
The first quest sends you to or , the second to the registrar. The price is unknown to us.
The Lie Detector
The Lie Detector Test is sold to citizens. It needs level 10, cannot be dropped and works only on a player who is hunting. The client holds three versions, with repeat limits of 10 minutes, 2 minutes and 1 hour. Nexon lists the one it sells as account-bound with a 7-day duration, which by its flags looks like the 1 hour . See lie detector and bots. Whoever fails the minigame goes to the Truth Booth, stays logged in for a set time and cannot move, chat, use skills or items, or join content.
Do not carry one as a good deed. Players report false detections and griefing with it. Use it only when you are sure, and keep the in-game report for everything else.
A routine
- Every day while it is worth it, or when you pass through: board errand.
- When the board offers a donation: hand in what you already farm.
- At 17: the two housing quests and arc 1.
- At 27, 37, 47 and 57: the next arc, after checking its "Needs".
- At 32: the VIP greetings, and go back to daily errands.
Common mistakes
- Choosing a town by your training map.
- Looking for scrolls in the general store.
- Buying the 500,000 meso chair early.
- Trusting a threshold table from before 29 October.
- Skipping the small town quests that arcs need, listed in Quests worth doing.
