Green Pilfer is a level 40 cap for Thieves that gives +4 DEX and +33 W.DEF, with 7 upgrade slots. Monsters listed as dropping it, not yet confirmed, include Tortie. NPC shops pay 4,200 mesos for it.
Maps with the most spawn points of a mob that drops this, counted rates first. A spawn point is a place a mob can appear, not a count of mobs alive at once.
